Background information

Propaganda is disseminated to engender popular and mass support for the Drug Cartel La Familia through actions and propaganda aimed at reinforcing their Robin Hood image among the popular masses.

China seeks to react to US impact on status quo of pacific rim economic political and strategic defense positions. Concerns over the port of Lazaro Cardenas as a future US strategic troop landing port with relation to a US maritime invasion of Mexico utilizing the now active US fourth fleet.

The Kansas City Southern rail line now connects Kansas City with the Port of Lazaro Cardenas by a rail line which uses the same gauge rail on both sides of the Mexico US frontier and is seen by analysts as a treasonous act which puts Mexico at serious vulnerability to potential US troop transfers to Mexico’s central valley and the political capital.

The US has many precedents supporting military engagement pretext on the defense of US investment abroad.

Many opposition analysts believe the Kansas City Southern Mexico’s recent rail investment could serve as a future pawn to draw fire from cartels, insurgents or terrorists but more likely and desirable a US backed false flag operation which could serve as a pretext for US military peace keeping intervention and be justified in the international community by the need to defend major US investment represented by US holdings in Kansas City Southern Mexico. I.e. US intelligence would instigate fund or exact attacks on their own, nationals, Foreign Direct Investment in Mexico and blame Cartels or insurgents etc. Attacks on US interests abroad in which the Mexican federal government is shown to be incapable of protecting US interests would provide ample justification for intervention.

Note- Kansas City Southern Mexico has interest in the trans isthmus rail - Isthmus de Tehuantepec. Therefore suspected of being a shell company benefiting and serving US strategic defense interests.

US strategic interests in the isthmus go back to the McClain Ocampo treaty which contemplated US Tran isthmus rail rights for freight and troop movements between the pacific to the Caribbean to the US, the treaty although signed by President Benito Juarez was never ratified by the US Congress. Nonetheless the treaty is evidence of historic US intentions with regard to establishing strategic transportation and defense positions within Mexico.

It is clearly understood that the US perceives the imperative of developing strategic capabilities to contain the very real threat of Mexican civil unrest, insurgency, revolution or civil war due to the potential for collateral damage to us Direct Foreign Investment and the possibility of overspill to US territory.

KCSM currently moves freight from the Mexican ports of Manzanillo and Lazaro Cardenas to Laredo, Tex., and El Paso, Tex. and Kansas City.

A recent armed attack and robbery on the KCSM railway in Michoacán is seen as setting a dangerous precedent which highlights the vulnerability of transportation infrastructure and US foreign direct investment.

A - 2009- indigenous land rights dispute on the Michoacán pacific coast, between the ports of Manzanillo and Lazaro Cardenas, received concerted international NGO intervention when the case appeared lost but was suddenly and inexplicably overturned to benefit of the Nahuatl ethnic community. The EZLN - the insurgent Zapatista Army, brought political clout to bear in favor of the Nahuatl indigenous community. Suspicion exists that a considerable pay off was instrumental in overturning what was seen as a fiet compliet. Suspicion as to the source of the funds falls on Hugo Chavez, Iran, the Familia Michoacana Cartel and Peoples Republic of China.

PRC and Salinas Pliego have made major investments in Michoacán in the automotive manufacturing industry which will lead to the creation of 5,000 jobs in the short term. The PRC s multimillion dollar Direct Foreign Investment is largely dependent on the strategic Lazaro Cardenas port facility and will serve as PRC s justification of greater investments in the future, investments which will generate jobs and good will among Mexicans toward PRC.

The PRD opposition government of Governor Lazaro Cardenas Batel was instrumental in negotiating the PRC automotive manufacturing investment and is seen as tangible evidence of PRCs sympathy with the Mexican left and opposition parties. ie the PRD.

The port of Lazaro Cardenas, Michoacan, was recently benefited by the designation of the multi modal terminals designation as a Foreign trade zone which required the donation of the land to a fideicomiso trust.

Future legislation is expected redefine and reinforce the relevant tax and trade tariff benefits of operating the FTZ. Some analysts believe the destiny of the port of Lazaro Cardenas may be a Panama Canal Zone like development driven by efficient rail connections to the US markets. Recent Federal government investment projects announcements in highways to connect the ports of Manzanillo and Lazaro Cardenas buoyed by Billionaire Carlos Slims interest in the projects seems to support the conjecture.

Lazaro Cardenas, Michoacán, affords PRC the opportunity to participate and perhaps gain control in the future of a portion of the continental pacific coast port and freight infrastructure now dominated by the ports of long beach and Los Angeles. Previous levels of expectation attached to the Point Colonet port development project and its ability to secure strategic market share have now been downgraded by analysts. PRC business interests, seen as shells for political and strategic interests, are now gaining steadily against competing US interests in third world and developing nation arenas such as Africa and the UNASUR region.

The cartel La Familia is now providing access to arms, training and financial resources to armed urban and rural guerilla units. A United Front coordinates an armed pro autonomy indigenous movement comprised of radical members drawn from the states 5 major ethnic groups and has established relationships with decision makers in the La Familia organizational structure.

The role of the Cartel in creating a climate of insecurity and political instability is not fully understood but is seen as beneficial to the PRI parties interest in discrediting President Felipe Calderon through his failure to effectively advance the war on drugs. The Zeta Cartel, linked to the Carlos Salinas de Gortari administration and the PRI, are locked in a bloody battle for control of the prized Michoacán Plaza. The La Familia Cartel has been publicly linked to the governor of Michoacán Leonel Godoy and is seen as a means to discredit the PRD party in the state and to effect future state elections to favor the PRI.

Islam

The subversive activities of the ikhuani, qutubi and khawarish moslems since 9 -11- 2001 have been focused in states and areas where there is minimal or no sunni - salafi presence and where popular discontent is well rooted and has the potential to foment insurgency. The subversives are cognoscente that the Sunni - Salafi counterparts are eager to collaborate with both Mexican and international anti terrorism intelligence groups in order to trade on acceptance and a semblance of legitimacy for international Islam.

Investment by intelligence gathering organizations through surveillance and infiltration of the Islamic Organization of Mexico - Salafi Center of Mexico is less than useless because it can only produce misinformation as to the activities and intent of the extremist Islamic brotherhood which purpose is to exploit legitimate discontent and extreme poverty among the popular masses in Mexico and their lack of central political leadership in order to foment an insurrection with extremist Islamic incidence and direction.

Our evaluation that a serious risk of a false flag operation exists and is on the rise stems from verified intelligence, gathered from within armed grassroots guerrilla groups in Michoacán and from within the La Familia Cartel. Intelligence which confirms the active influence of extremist islam within the guerilla groups.

Extremist Islamic groups operating in Michoacán, Mexico are providing money laundering services to the La Familia cartel. The Islamic extremists in Michoacán provide the Cartel with introductions to their Islamic money launderers, Islamic brotherhood, operating in the US which receive monies generated from the cartels drug sales in the US and ostensibly arrange for foreign deposits of these funds in the Cartels off shore accounts.

We believe that a portion of the funds never leave the US but are rather utilized by the extremist Islamic cells within the US as operating capital for their own subversive activities and thus provides a convenient source of funds not traceable to the middle east and thereby subverting detection.

In exchange for the money laundering connections La Familia will provide arms, training and financial resources to the guerrilla groups within Mexico. La Familia believes they benefit from

Generating civil unrest in the Michoacán plaza which can be traced to popular disenchantment with the Leonel Godoy administration in Michoacán and the Felipe Calderon administration.

The extremist Islamic operators which have infiltrated the guerrilla groups in Michoacán present themselves as anti imperialists who are fighting the neoliberal capitalist system. We believe their intentions are to provoke further US intelligence operations, anti terrorism, in Michoacán under the guise of the war on drugs. The Islamic extremists goal is to convince PRC, UNASUR-Venezuela, Cuba, Mexican Guerrilla and ultra left factions, the indigenous movement, and the La Familia cartel that the US has strategic interests in Michoacán, specifically the port of Lazaro Cardenas.

The Logic which the extremists espouse is that the US financed and supports the US trained ZETAS established by Carlos Salinas de Gortari in their current war against La Familia, Raul Salinas, in order to create civil unrest, insecurity and other conditions which could lead to insurgency. The short term timeline scenario of US intelligence objectives as painted by the Islamic extremists as intended to open a window of opportunity to the possibility of US intervention in the upcoming Presidential elections of Sunday 4^th of July 2010.

Guerrilla and left wing radical groups incredulity is met with the argument that their middle east intelligence operations uncovered that the US was behind the assassination of Juan Camilo Mauriño at a time when the US perceived the decline of the Felipe Calderon administration and made the decision to switch full US support to the PRI party - Beatriz Paredes - Manlio Fabio Beltrones - Enrique Peño Nieto and thus establish a more controllable and predictable transition from the PAN party to a party historically subject to US manipulation and with predictable outcome scenarios and political actors. The role of Luis Tellez then Secretary of Communications, his loyalty to US interests and in controlling the investigation of the purported assassination of Mauriño to reach convenient conclusions is supported by the extremists by recalling Tellezs past position as head of the Carlisle group in Mexico.

The Islamic extremists are certain that the US preoccupation with the Drug Cartels, Hugo Chavez, Iran and long term Chinese geopolitical intentions will facilitate the US tendency to reinforce forgone conclusions, self fulfilling prophecy and the disinformation disseminated by their domestic and foreign propaganda machinery regarding an access of evil operating in Mexico, Central and South America that will allow their own groups subversive activities to remain undetected.

The US intention to destabilize Michoacán is said to go as far as to have links to an aborted attempt to assassinate President Felipe Calderon in his last official visit, 2009, to the state in which the scene is said to be set to put the blame on the La Familia cartel.

Conclusion

Activities of the extremist Islamic brotherhood in Mexico must be thwarted.

The key to frustrating their intentions is necessarily the effective penetration -infiltration of the La Familia Cartel with the objective of co opting or destroying the Islamic radicals money laundering role and other benefit’s the Cartel derives from their current alliance with Islamic extremist groups operating in Michoacán.

The good guys will of course come out on top with a little opportune assistance from MOSSAD.
